1.增值税改革试点启动 力挺现代服务业

 为进一步解决货物和劳务税制中的重复征税问题,完善税收制度,支持现代服务业发展,国务院决定,从明年1月1日起,在部分地区和行业开展深化增值税制度改革试点,逐步将目前征收营业税的行业改为征收增值税。

上海市交通运输业和部分现代服务业等将率先开展试点,条件成熟时可选择部分行业在全国范围进行试点。 此外,在现行增值税17%标准税率和13%低税率基础上,新增11%和6%两档低税率。 届时,包括企业、个体户和个人都可望从中获益。

2.内幕信息知情人登记制度下月实施

证监会26日发布《关于上市公司建立内幕信息知情人登记管理制度的规定》,自11月25日起施行。证监会有关部门负责人表示,相关部门还将陆续推出涉及上市公司内幕信息保密的配套制度,包括国家工作人员接触资本市场内幕信息的管理办法。国有资产监督管理机构也将向国资委系统及国有控股股东下发加强上市公司国有股东内幕信息管理的有关文件。

3.近七成银行家认为房价将不再上涨

中国银行业协会10月26日发布的《中国银行家调查报告(2011年)》显示,超过半数接受调查的银行家(54.9%)认为所在地的房地产市场将出现“销量下降”的局面,近七成银行家认为房价将不再上涨,房地产市场大幅调整是银行的主要风险。

加之其关联的上下游行业较多,涉及面广,倘若未来房地产市场出现大幅调整,会给银行业带来较大风险。该报告集中了50家银行的800多份银行高管书面调查和70多位银行高管访谈。

4.潘石屹微博发布“潘币”引热议 

因评论苹果推出千元以下机型才是对乔布斯的纪念,而被网友调侃应推出每平米千元以下楼盘的SOHO中国董事长潘石屹成为话题焦点。“潘”随即成为房地产计价单位。昨天,潘石屹在微博发布“SOHO中国银行”发行的“潘币”征求意见版,

“潘币”正面为潘石屹头像,有“SOHO中国银行”字样和水印,背面则为望京SOHO项目图像,并有潘石屹推崇的阿博都·巴哈名言:“只要战争意念一冒头,就要用更强大和平思想去遏制它,要用更为强烈的友爱思想去消除仇恨的念头”。

网友纷纷质疑此与相关法律相违背,系哗众取宠。而潘石屹在微博中解释称,“我做一次笑料又有何妨。所以我决定:正式发行潘币。”

5.史玉柱发微博喊冤:一句话赚2.3亿子虚乌有

前不久因炮轰中国人寿想控股民生银行一事被证监局“约谈”,而且其后“自宫封博”的巨人网络董事长史玉柱昨日终于忍不住再次在微博上“冒泡”。

他在微博中自称“窦娥”要为自己“伸冤”,同时阐述五个观点,坚称此前在微博中的言论“没有披露内幕信息……更没一句话拉升股价能量”,并表示“伸冤”后将“再潜海底”。这条微博再次引起“强烈反响”,一天累计评论数已经超过1160条,而民生银行自史玉柱封博后涨4.19%,昨日收盘价5.97元。

 对于伸冤微博,粉丝们则更倾向于认为,作为公众人物,史玉柱应该注意自己言行所可能产生的后果。有粉丝直言,不论他有意无意,但难以避免“一句话拉升股价”的事实。

 6.诺基亚发布Windows系统手机 

最近几年,诺基亚在智能手机市场上显得行动迟缓,未能跟上技术变化和消费者需求的脚步。随着苹果(Apple)的iPhone和采用谷歌(Google)Android平台的手机等竞争对手的崛起,曾独霸手机市场的诺基亚如今地位已下滑。

日前,芬兰手机集团诺基亚(Nokia)发布首批两款采用Windows操作系统的手机,旗舰款Lumia 800手机是诺基亚继今年与微软结成合作伙伴关系以来生产的“第一款真正意义上的Windows手机”。诺基亚首席执行官埃洛普将恢复诺基亚元气的希望寄托在与微软的合作上,力求创造出第三个手机“生态系统”,与Android和苹果抗衡。

7.欧盟首脑会议达成银行增资协议

26日,在布鲁塞尔召开的欧盟27国首脑特别会议结束,欧盟27国一致决定,涉及系统安全的欧洲银行必须在2012年6月30日之前将自有资本扩充至9%,否则国家将强行注资。

这是旨在解决欧债危机的欧盟和欧元区首脑会议取得的第一个重大成果。据悉,之前参加欧洲银行压力测试的91家大银行,必须从现在开始筹措资金,在自有资本未达到9%之前,不许支付股息和红利。之所以作出这样的决定,主要是为了减免希腊债务作准备。减免希腊债务有可能产生连锁反应。而银行一旦倒闭,其后果不堪设想。

8.风水不好拒搬家?印度首富弃住27层全球最贵豪宅

在印度孟买有一座27层的全球最贵豪宅,除了最顶级的家具和设施外,还配有最先进的豪华家庭影院、一个可以举办大型宴会的大厅、3个直升机停机坪、6个停车场以及一系列的“空中花园”。不过从去年竣工到现在一直闲置,没有人住。据悉,这幢高层建筑的主人是印度首富穆凯什·阿姆巴尼,在美国福布斯富豪排行榜上位列第九,总资产约为270亿美元。

At an executive meeting of China's State Council chaired by Premier Wen Jiabao on Oct 26, attendees agreed to push ahead with tax reform by introducing a pilot program that will gradually phase out business tax and replace it with a value-added tax (VAT) in Shanghai next year. The pilot measures will focus on Shanghai's transportation sector and areas of the service industry from Jan 1 2012. The country will also introduce two lower-rate VAT categories as part of the tax reform, it said. The two new VAT rates will be 11 percent and 6 percent in addition to the existing VAT brackets of 17 percent and 13 percent, according to a report by Shanghai Daily. Currently, the VAT applies only to enterprises or individuals who sell merchandise, provide processing, repair or assembly service, or import goods within China.

CCTV recently announced its intention to place restrictions on the number of advertisements for alcohol products that it can accept. According to the new rules, When accepting bid for advertising slots in 2012, CCTV can not offer more than two slots for advertisements for alcoholic products during prime time, they're also forbidden from selling more than 12 slots each day. Previous restrictions on alcohol advertisement meant that 9 out of the 20 centrally-run television stations were not permitted to air any ads for alcoholic products, including international channels, foreign language channels and children channels.

China will speed up the roll-out of a property tax nationwide according to statements made by Wang Baoan, an assistant to China's finance minister, at a special session held by representatives from the standing committee of China's National People Congress that was broadcast live on CCTV earlier this morning. Pilot programs for the property tax were first introduced in in Chongqing and Shanghai earlier this year and will be extended to other markets nationwide.
