Assigning the Blame in the Luoyang's Sex Slave Case

Guo Congbin, director of the public security bureau in Luoyang, whose team took two years to uncover two corpses and four women in a basement, where they had been kept as sex slaves. Having assumed responsibility, the security chief added that he had fired four of his subordinates and begged the people of Luoyang "to give us another chance."
