1. Car Sales Declined In October

China's automobile sales decreased in October, the third monthly decline for this year. Analysts put the falling sales down to the impact of the week-long National Day holidays at the start of the month and also the tightening of standards in relation to government subsidies for certain purchases. According to the data released by China Association of Automobile Manufacturers (CAAM), the total number of automobile sales including passenger cars and commercial vehicles fell 1.1 percent in October when compared with the same month last year, to 1.52 million units. The sales of passenger cars increased 1.4 percent in October compared to the same month last year but declined 7.5 percent when compared with September. From January to October this year, 12 million passenger vehicles were sold in Cihna, an increase of 5.9 percent on the same period of last year.

2. Fiscal Revenue for First 10 Months Exceeds Total Revenue for 2010

China's national fiscal revenue rose 16.9 percent in October from a year earlier to 918.83 billion yuan, the Ministry of Finance announced yesterday. The annual growth rate was a pullback from 17.3 percent in September, 34.3 percent in August and 26.7 percent in July. The slower growth was due to a combination of various factors such as the moderation in the national economic growth, changes in personal income taxation and a decline in property transactions, the ministry said. The October data brought the country's fiscal revenue for the first 10 months to 9.09 trillion yuan, up 28.1 percent year-on-year, according to the ministry.

3. Trade Figures for October Up 21.6%

China's foreign trade in October fell 8.3 percent from September to 297.95 billion U.S. dollars, but still rose 21.6 percent year-on-year, according to data released by the the General Administration of Customs earlier today. October exports weakened 7.2 percent month-on-month to 157.49 billion U.S. dollars, while imports dropped 9.5 percent month-on-month to 140.46 billion U.S. dollars. The October trade surplus amounted to 17.03 billion U.S. dollars, down 36.5 percent year-on-year. On a yearly basis, exports were up 15.9 percent, while imports expanded 28.7 percent year-on-year.

1. 胡锦涛今日赴美出席APEC领导人非正式会议

应美国总统奥巴马邀请,中国国家主席胡锦涛今日赴美出席在夏威夷举行的亚太经合组织(APEC)第十九次领导人非正式会议。

此次会议召开有两个重要背景:第一,世界经济的复苏和增长缓慢,国际金融市场的动荡和风险增多。第二,亚太是全球经济中最富活力的地区,但地区经济也面临不少困难和挑战。

此次领导人会议主题是“紧密联系的区域经济”,将主要讨论亚太地区经济增长、区域经济一体化、绿色增长、能源安全、规制合作等议题。

2. 前10月全国财政收入超去年总和

10月份,全国财政收入9188.34亿元,比去年同月增长16.9%。不过,前10月全国财政收入已超过去年全年8.3万亿元的总和,今年全年财政收入将创下历史新高。

国家税务总局原副局长许善达此前曾表示,对工薪阶层的税,还可以大幅度降低,对资产性收入可以多收税。应该针对小微企业和个人实行大规模减税措施。中央财经大学税务学院副院长刘桓表示,减税应成为税制改革的目标,包括增值税、营业税等税种从总体上说,都应减少。

3. 铁道部再还款南车、北车超230亿

11月9日,铁道部第二拨迟滞货款于11月8日拨至各公司账户。据铁道部内部人士透露,南车与北车分别获得100亿与130多亿的回款,中国中铁和中国铁建的欠款,则直接拨付给各工程项目公司。

铁道部方面表示,将于11月20日之前,把工程欠款拨付到位,以保证在建铁路项目的连续施工。

铁道部经济规划院一位专家建议,部分公益性质明显的铁路,明确由国家财政拨款;部分铁路在运营初期免征或减征营业税;加快与地方、企业合资修建铁路的步伐,多方筹措资金。

4. 证监会:完善分红政策 提升股东回报

中国证监会有关负责人9日表示,为进一步督促上市公司提升对股东的回报,证监会将要求所有上市公司完善分红政策及其决策机制,科学决定分红政策,增强红利分配透明度,不得随意调整已确定的分红政策。证监会将立即从首次公开发行股票开始,在公司招股说明书中细化回报规则、分红政策和分红计划,并作为重大事项加以提示。

5. 上市央企高管平均薪酬33万 詹伟坚以千万年薪夺冠

关于央企高管的薪酬,一直是外界关注的热点。根据2010年的年报显示,在纳入巨灵数据统计的44家国资委所属央企中,高管平均薪酬接近33万元。其中最高的飞亚达平均薪酬达139万元,保利地产也达130万元。

至于央企高管个人薪酬排行方面,去年中国银行的詹伟坚以1101万的年薪夺得冠军,中国平安的张子欣以1067万紧随其后,排名第十的毛裕民收入也有476万。

关于央企高管的薪酬收入一直是社会热点。早在2009年9月,人保部出台《关于进一步规范中央企业负责人薪酬管理的指导意见》,首次对所有行业央企发出高管“限薪令”。不过外界也一直担心,规范央企高管薪酬管理文件很难落实。

6.奥林巴斯市值蒸发超65亿美元 多家巨头有意收购

9日,被称为日本最大的公司丑闻案的奥林巴斯财务造假一事继续发酵,最新消息称该公司隐瞒的损失额超过1000亿日元(约合人民币82亿元),除正接受证券监视委员会调查外,东京地检特搜部也极有可能介入调查。

因担心被退市,奥林巴斯继续遭股民疯狂抛售,股价创33年来历史新低。这使得一向遵守规矩的日本企业形象大大受损,不少中国消费者开始抵制奥林巴斯。

另有消息称,包括强生、富士等公司都对收购奥林巴斯兴趣浓厚。也有分析人士称,奥林巴斯或许会剥离非盈利且非核心部门,如同当年松下公司进行结构重组,剥离资产成立子公司三洋电气一样。

7.中国在日本被扣押渔船获释回国

中国驻日本长崎总领事馆官员9日表示,近日因误入日本领海而被日方扣押的中国渔船“浙岱渔04188”号已于当天下午获释离开长崎港回国,包括船长在内的11名船员同船返回。

据悉,长崎地方检察机构向地方法院以涉嫌违反《渔业法》起诉了该渔船船长,法院对其处以罚金30万日元(约2.4万元人民币),该渔船船长在缴纳罚金后被释放。

8. 债务危机两年未解 希腊总理终“倒下”

当地时间9日晚,希腊总理帕潘德里欧发表全国电视讲话,正式宣布将辞职。

帕潘德里欧称,希腊主要政党将团结合作,摒弃分歧组建联合政府,带领希腊走出债务危机的泥潭。他强调,希腊将严格执行欧盟解决债务危机一揽子方案,尽所有努力留在欧元区。
