2. 1.65 Million People Register to Take Post Graduate Entrance Exam

The number of applicants who have registered to sit an exam that will determine whether they qualify to become masters candidates at Chinese universities in 2012 increased by almost 7 percent this year to 1.65 million, according to a report in today's Beijing Morning Post. This is the highest number of people to register for the exam, which is set to take place on Jan 7 and 8 next year.

3. New Draft Delisting Regulations for ChiNext Released

The Shenzhen Stock Exchange yesterday released draft regulations aimed at altering delisting rules for ChiNext-listed companies. The new rules will make it easier for non-performing companies to be removed and also make it more difficult for delisted companies to find alternative routes to making it back on to the growth board that was modeled on the NASDAQ. According to the draft rules, companies publicly criticized by the exchange more than three times over a 36-month period or those whose shares close below their par value for 20 consecutive trading sessions, will be delisted in order to improve market efficiency.

In addition, already delisted companies that seek to relist, will be subject to the same standards as companies conducting initial public offerings and rights issues.

1. 全国扶贫工作会议今天召开 扶贫线标准或再上调

国务院扶贫办今日在北京召开2011年度全国扶贫工作会议。扶贫线标准的调整一直是扶贫工作会议上最受关注的问题之一。

目前我国的扶贫标准为1196元。不过,此标准仍被视作偏低。

国务院扶贫办主任范小建在今年两会期间接受媒体采访时曾表示,扶贫标准低,是我国目前面临的现实问题,是客观存在的。他说,中央的思路一直是明确的,将不断提高扶贫线。

2.发改委设800元煤价上限 火电企业煤炭成本有望降低6%

据报道,发改委提出对煤价的指导意见,2012年年度重点合同煤价格最高可上调5%,包括秦皇岛港在内的北方港口5500大卡热量的电煤现货价格不得高于800元/吨。

此举小幅提高了电厂重点合同煤价格,同时又给市场电煤价设置了上限,以目前秦皇岛5500大卡热值煤价计算,火电厂的燃料成本将降低至少6%。

一位接近中国煤炭工业协会的人士指出,上涨5%,每吨上调30元左右,合同煤和市场煤的差距还是很大,不会大幅度地提高履约率。 

3. 深交所推创业板退市方案 36个月遭谴责三次退市

深交所28日发布《关于完善创业板退市制度的方案(征求意见稿)》,创业板公司36个月内累计受谴责三次将退市,而且不支持暂停上市公司借壳。

分析称,根据意见稿,创业板退市比较严,有利于将股价回归到上市公司基本面。但实际上并没有触及退市制度最核心的内容,如一家上市公司造假,披露虚假信息,过度包装,上市以后发现业绩大变脸,却对相关利益主体没有任何惩罚,那这种退市制度没有什么大的实际意义。

4. 乳企否认绑架乳业新国标 专家呼吁公开起草过程

“三聚氰胺事件”爆发后,重新制订乳品安全国家标准成为共识。2010年3月26日,新的乳品安全国家标准由卫生部批准公布,但具体起草单位和个人并没有具体介绍。

中国奶业协会乳品工业委员会副主任曾寿瀛表示,内部待议稿上显示,巴氏奶标准初稿的起草单位是蒙牛乳业集团,生鲜乳标准由伊利集团起草,酸奶标准则由光明集团起草。

伊利集团就此回应称,企业配合开展技术性工作,是应尽义务。

一位参与乳品新国标讨论会、不愿公开姓名的专家表示,卫生部当时有会议纪要,包括谁参加了会议,会上谁提出什么意见,如何辩论,整个过程一目了然。如果组织方愿意公开这些资料,质疑的声音就没这么大了。

5. 媒体称电视剧广告禁令可能致电视台损失200亿

继限娱令之后,广电总局再出重拳,决定自2012年1月1日起,全国各电视台播出电视剧时,每集电视剧中间不得再以任何形式插播广告。这已经是广电总局两年来第三次出台电视广告的管理规定,目标是“让人民群众满意”。

有媒体报道称,广电总局这一新规出台后,直接令电视台损失累积达200亿元。但卫视表示将坚决执行。江苏卫视、天津卫视的广告部负责人表示,这部分取消的广告时间,不会增加到剧前或者剧后,也不会让观众“买单”。

6. 福布斯发布慈善基金会透明度榜单 红基会排第三

“郭美美事件”让中国的慈善机构成为了舆论关注的焦点,而国内慈善公益组织的透明度也遭受了来自民间的广泛质疑。

28日,《福布斯》杂志中文版发布2011年“中国最透明的25家基金会”榜单。上海真爱梦想公益基金会、友成企业家扶贫基金会、中国红十字基金会位列前三。

清华大学创新与社会责任研究中心主任邓国胜教授表示,这份榜单的出炉是值得肯定的,但编制过程比较粗放,无法完全反映国内慈善基金会的真实情况。他强调,在引导公众募捐方面,透明度是基础性指标之一,但不是唯一因素,慈善机构的项目效果同样很重要,“不仅要让大家知道善款是怎么用的,还要让大家知道钱用的效果怎么样。”而在这方面,国内的慈善基金会都没有进行很好的信息披露。

7.联合国气候变化大会议题分歧严重 成果难料

新一轮联合国气候变化大会28日在南非城市德班召开,各方在《京都议定书》第一承诺期到期前着手最后一轮协商。

发展中国家和发达国家针对第二承诺期存续议题分歧严重。发展中国家普遍要求保留第二承诺期,日本、加拿大等部分发达国家却拒绝这一提议。

《联合国气候变化框架公约》执行秘书克里斯蒂娜·菲格雷斯表示,寻求设定《京都议定书》第二承诺期恐怕是德班大会上各国政府代表“难以完成的任务”。即便实现突破,也可能在大会最后几天。

8.埃及迎来穆巴拉克下台后首次民主选举

当地时间28日,埃及人民议会(议会下院)选举第一阶段投票开始举行。这是自民众示威逼走执政数十年的穆巴拉克后,埃及举行的首次民主选举,许多人因此热情高涨,在各地排起长队投票。

中东问题专家朱兆一称,种种迹象显示,穆斯林兄弟会将很可能成为议会选举的大赢家。穆斯林兄弟会是目前埃及最大的政治组织,政治取向较为保守,也对议会选举最为热心。朱兆一说,穆斯林兄弟会强调伊斯兰法,并对西方颇有微词,对以色列更大加抨击。因此,如果穆斯林兄弟会正式进入议会,可能将影响到未来埃及政府的对外政策。
