Core concerns: This year marks the peak for construction of public housing construction   according to the schedule laid out in the Twelfth Five Year Plan, but the reality on the ground is still a long way from the goals set out in that document. Government policy seems to have stemmed the rapid growth in housing prices – apartments in major cities have been getting cheaper since September – but the next move for the government isn’t obvious.
