The National Defense Science and Technology Industry Bureau and the People’s Liberation Army General Armaments Department have jointly issued an investment guideline to encourage private capital to enter the defense sector.
China will welcome private investments in the research and production of weapons, the restructuring of military corporations and the development of dual-use technologies, according to the new guideline.
It states that private enterprises can develop and manufacture weapons either independently or through government partnerships, and says that there will be public tenders for projects that don’t involve national security or military secrets.
However, only investors from mainland China will be eligible to make such investments.
