Controversy Over Cost of Confucius Institute Website

Internet users have reacted angrily to news that the Confucius Institute paid one of it's own subsidiaries over 35 million yuan to design and build its website and have taken to calling it the "most expensive website in history." However, the Chinese Language Council International or Hanban as it's more commonly known, the government department charged with responsibility for Confucius Institutes and other programs aimed at expanding Chinese language education, have insisted that the high price paid also includes operation costs and services to promote the site. The executive body of the Chinese Language Council International, which describes itself as a non-governmental and non-profit public institution affiliated with the Chinese Ministry of Education, maintains that they did not break any rules by allowing a subsidiary to win the contract.
