First Homebuyers without Beijing Hukou Permitted to Purchase Low-cost Housing

As part of the city's efforts to rein in soaring housing prices, the government has encouraged the construction of "restricted housing" - or small to medium-sized apartments that are targeted at low to mid-income families.
A lottery set up to determine which families will be able to purchase apartments at the first of the capital's "restricted housing" projects began yesterday. The price of the apartments has been set at 12,500 yuan per square meter and both local residents and those who are not formally registered as permanent Beijing residents (those without a Beijing hukou) can apply to purchase the apartments. 
However, those without a Beijing hukou must be first home buyers and also must have submitted social security and tax payments in Beijing for over 5 years.
