1. New Energy Vehicle Program Submitted to State Council

A program for developing China's new energy automobile industry, that was first flagged in Aug 2010, is likely to be launched by the end of the year, according to statements made by an official from the Ministry of Industry and Information Technology (MIIT) on the sidelines of a conference in Chengdu yesterday. Zhang Xiang (张相), head of the equipment department under MIIT, said that the program had already been submitted to the State Council, but he also noted that "specific details about the timetable for its introduction or changes to the program are no longer in the hands of MIIT, we need to await the decisions of the responsible leaders of the State Council."

2. Chinese Trade Growth Slows in September

Growth in Chinese trade slowed significantly last month, according to data released by Chinese customs earlier this afternoon. China's exports increased by 17.1 percent in September from a year earlier, down from a 24.5 per cent increase in August. Imports also slowed, uo 20.9 per cent from a year earlier, compared with August's year-on-year increase of 30.2 percent.

3. China to Issue Nine Financial Policies to Help Small Businesses

At a meeting of the standing committee of China's State Council chaired by Premier Wen Jiabao yesterday, it was decided that China would introduce nine new measures to support the development of small and very small businesses. These measures are mainly focused to guide and help companies operating in the technology, service and manufacturing industries and are also aimed at boosting employment opportunities.

1.国务院:中小企业减半征税延至2015

国务院总理温家宝12日主持召开国务院常务会议,研究确定了财税支持小型微型企业发展的政策措施:加大对小型微型企业税收扶持力度。措施包括,提高小型微型企业增值税和营业税起征点。将小型微利企业减半征收企业所得税政策,延长至2015年底并扩大范围。将符合条件的国家中小企业公共技术服务示范平台纳入科技开发用品进口税收优惠政策范围等。

2.卫生部数据显示公立医院住院费5年来首次下降

在公立医院住院,每位病人的平均医药费用为7101.8元,住院费用有所下降,但是门诊费用略有上升,同比上涨0.3%。昨天,卫生部公布今年上半年我国二级及以上公立医院费用控制的情况,结果显示,公立医院门诊和住院费用在持续4年每年上涨5%之后,5年来首次下降。不过由于受物价、医疗技术服务价格等因素影响,今年下半年医药费仍有可能上涨。

3.上海静安高楼火灾善款再次发放 审计结果将公开

上海市慈善基金会静安分会昨天披露,目前上海静安高楼火灾事件收到捐款5469.92万元,已发放4234.8万元。在此前发放基础上,今年9月5日至10月11日,又发放善款1400.1万元。所有善款收支情况接受审计,审计结果将向社会公开。

4.北京上海深圳地铁部分安检仪未取得辐射安全许可证

近日,深圳和上海的一些市民表示,担心地铁X光安检仪的辐射会对人体造成伤害,更重要的是一些安检仪的生产厂家和使用单位没有《辐射安全许可证》。昨日,北京市环保局表示,首都机场和较早固定使用行李X射线安检仪的部分公共场所,均已取得了《辐射安全许可证》,其余新增在公共场所使用此类设备的单位也正按规定程序办理《辐射安全许可证》。

5.上海叫停驾校收费地域歧视 禁止对外地人多收费

上海即日起开展针对“违规办理居住证明申领机动车驾驶证”的专项整治工作,重点对申请在沪考驾照的外地学员仔细核查实际居住情况,对于临时居住证造假的或提供虚假证明办理临时居住证的不予安排考试,对违规组织异地培训的驾培机构暂停考试。同日,上海市交通港口局发文,明确上海驾驶员培训机构的收费标准不能搞价格歧视。

6.普京痛批美国是美元垄断地位的寄生虫

正在中国进行访问的俄罗斯总理普京周三表示,美国经济本身不是世界经济的寄生虫,但美元的垄断则是寄生虫。普京表示,“我这样说不是我喜欢批评美国,而是因为我们需要找到一些共同解决问题的办法,这需要我们在欧美的朋友们,以及金砖国家的朋友们在20国集团框架内共同去寻求。在目前经济不景气的情况下,谁也不愿意搞不稳定,我们应该同舟共济,而不是相互掣肘。” 

7.美国警察逮捕135名“占领华尔街”示威者

当地时间11日凌晨,美国波士顿数百名警察配备防爆装备,逮捕了129名抗议者,捣毁了他们的帐篷,将其个人物品扔进垃圾箱。这是美国“占领华尔街”抗议活动蔓延至全国以来,警方采取的最大规模的扫荡行动之一。同一天,在首都华盛顿,警察逮捕了6名闯入国会参议院办公大楼的示威者。当天,纽约参加“占领华尔街”抗议活动的500名抗议者举行“亿万富豪之旅”游行,前往曼哈顿上东区5名顶级富豪的住宅前示威。有人还在互联网上发起“关闭大银行账户”的“转账日”活动,号召中小储户在11月5日前将钱都转存到社区的信用合作银行。

8.英国情侣中1亿英镑大奖 将赠送亲朋上千万美元

 英国一对情侣日前中得“欧洲百万”彩票1.01亿英镑(约合1.57亿美元)巨奖。这对情侣名叫戴夫·道斯和安吉·道斯。戴夫现年47岁,安吉43岁,俩人住在剑桥郡威兹比奇一间每周租金70英镑的房间里。谈及如何花这笔巨款时,戴夫说:“我们列了一个15到20人的名单,我们要让他们都变成百万富翁。这些人都曾经向我们提供过帮助。”戴夫说,这些亲朋已经得到他的通知。
