85% of New Civil Servant Intake to have Experience Working at Grassroots

A few days ago, the head of China's civil service revealed plans for reforms to the 2011 national civil service examination for central government agencies and related departments. The plans include offering postions to examinees who have more than 2 years experience working at grassroot-level organizations. In 2010 70% of those hired after passing the anual civil service examination came from such a background, the government plans to increase this percentage to over 85% in 2011.
