经济观察网 记者 张文扬  不同于过去的陆上丝绸之路和海上丝绸之路，“一带一路（The Belt and Road）”意味着更多条“带”和更多条“路”的拓展。这不仅限于亚欧大陆或者非洲，目前，“一带一路”已经走向了南美洲，其热度也在持续升温。  

4月12日，中秘投资发展协会董事长阿尔弗莱德（Alfredo Rolando）就一带一路大背景下，中国与秘鲁之间两国投资、贸易发展等问题接受了经济观察网的专访。他对经济观察网表示，目前有超过170家中国公司在秘鲁做生意，而这数量还在增加，农业、能源、房地产、基础设施项目和渔业都是非常重要的潜在市场。 

经济观察网：请简要介绍一下中秘投资发展协会（CPIDA）的主要工作。

 The Economic Observer：Could you introduce the work of CPIDA.

 阿尔弗莱德：中秘投资发展协会（CPIDA）作为中秘两国企业的桥梁，意在使两国企业形成长期战略合作伙伴关系。我们不仅秘鲁在中国的投资项目，也帮助中国公司扩大在秘鲁的业务。

 Alfredo Rolando ：China Peru Investment Development Association（CPIDA）,acts as a bridge between Chinese and Peruvian companies, in order to allow them to collaborate and form strategic long term partnerships. We promote Peruvian investment projects in China and also help Chinese companies expand their businesses in Peru. 

经济观察报：为什么要成立中秘投资发展协会（CPIDA）？

 The Economic Observer：Why you set up this association?

 阿尔弗莱德：自该项目计划一年前成立以来,我和合作创始人奥弗拉（Offra Elmkies）女士一直在致力于相关的工作，建立这个协会就是为了让秘鲁成为中国最好的投资目的地。原因如下：1. 秘鲁是拉美地区增长最快的经济体；2. 秘鲁具有稳定的政治环境和货币政策；3. 秘鲁是一个新兴市场，几个重点的行业投资机会包括矿业、能源、基础设施、渔业、房地产、农业、旅游和服务等；4. 中国是秘鲁最大的贸易伙伴，两国拥有优秀的外交关系。中国文化对秘鲁文化也具有很大的影响力。

 Alfredo Rolando ：I have been working on this initiative alongside fellow co founder Ms. Offra Elmkies for about one year. We set up this association in order to position Peru as the best investment destination for Chinese capital. There are several reasons:1. Peru is the fastest growing economy in the Latin American region; 2.Peru has political and monetary stability; 3. Peru is an emerging market with investment opportunities in several key industries: mining, energy, infrastructure, fisheries, real estate, agribusiness, tourism and services; 4. China is Peru's largest trading partner and both countries have excellent diplomatic relations. There is a large element of Chinese influence in the Peruvian culture.

 经济观察报：您是否听说过“一带一路”？

 The Economic Observer：Have you heard the "Belt and Road Initiative"?

 阿尔弗莱德：我第一次来到中国是参加一个中国银行组织的贸易代表团。“一带一路”是促使我们向中国推广秘鲁项目的动力，因为我们看到中国向海外发展的兴趣。我们认为秘鲁应该欢迎中国经济的海外发展。

 Alfredo Rolando ：When I first traveled to china on a trade delegation organized by the Bank of China. "Belt and Road Initiative" is what motivates us to help promote Peru within China because of the deep interest of Chinese to expand abroad. We decide that Peru should be in a position to welcome Chinese Economic expansion.

 经济观察报：“一带一路”2013年就提出来了，为什么2016才开始着手做相关的工作？

 The Economic Observer：We noticed that the "Belt and Road Initiative" was put forward in 2013, why start your work in 2016?

 阿尔弗莱德：我当时并不像现在一样理解得这么深入，在这之前我对此概念也没有切身的体验。直到我们亲自来到中国，我们才决定开始我们的目标，是因为，自从2016年9月秘鲁总统访问了习主席、习主席紧随其后地在11月访问了秘鲁后，中国与秘鲁经济进入了发展的黄金时代。

 Alfredo Rolando ：I didn't understand it as deep as this time and before that I didn’t have first hand experience of this concept. Once we visited China, we were determined to begin our mission. We acted very aggressively now because it was a golden time between the Chinese and Peruvian economies, since the Peruvian president visited President Xi in September, 2016 and after that in November,president Xi visited Peru immediately。

 经济观察报：目前协会取得了哪些积极进展？

 The Economic Observer：What achievement does your association make at this time?

 阿尔弗莱德：我们在一些会展上增加了关注度，比如在唐山的LAC商业峰会,在北京的中国海外投资博览会，在郑州的中小企业论坛以及在秘鲁首都利马的2016年亚太经合组织领导人非正式会议。我们与中方共同主持接待中国官方代表团,伴随总统习近平2016年亚太经合组织在秘鲁,合作伙伴包括亚太经合组织中国商业协会、贸促会和中国国际商会。

 Alfredo Rolando ：We have raised awareness during several events like China LAC business summit in Tangshan, China Overseas Investment Fair in Beijing, Bank of China SME business forum in Zhengzhou and also during APEC 2016 in Lima Peru.We co-hosted a reception for the official Chinese delegation that accompanies president Xi to APEC 2016 in Peru, other co-host were Apec China Business Council, CCPIT and CCOIC 

经济观察报：您能否对中国投资者在秘鲁的投资方面再详细介绍一下？ 

The Economic Observer：Could you tell me more about the investment in Peru?

 阿尔弗莱德：像我之前提到的，秘鲁在很多地方都需要投资。当然最具吸引力的一个领域是矿业，这里已经有几家中国矿业公司在秘鲁做生意。目前有超过170家中国公司在秘鲁做生意，包括中国铝业、中国最小金属、将军钢铁、CNBC、中国工商银行、中国银行、中国水电建设……我们还在3月20日招待了一个来自成都的商务代表团，成都10个，秘鲁10个，介绍了在秘鲁做生意的好处。由于与会成员基本上对秘鲁一无所知，这次会议介绍得很详细，这对他们来说是一个新机遇。我们组织潜在的投资者与秘鲁人进行“一对一”同行，秘鲁人会寻找中国的合作伙伴，而中国人对于了解投资机会也很感兴趣，他们会交流，来寻求双赢的机会。协会有很多秘鲁产业和政治关系网和资源可以提供，秘鲁也为外商投资创造了有利的环境。 

Alfredo Rolando ：Peru needs investment in several sectors，like I mentioned before. Of course the most attractive one is mining，Here are already several Chinese mining companies in Peru，There are over 170 Chinese companies already doing business in Peru，Chinalco, china min metals, shogun steel, CNBC, ICBC, Bank of China, sino hydro, ... We also received a business delegation from Chengdu provincein March 20, 2017, 10 from Chengdu, 10 from Peru. We give them an introduction to the benefits of doing business in Peru and introduced matchmaking opportunities. The meeting with Chengdu was very introductory, because they knew nothing about Peru,this was the very first Peruvian encounter and business discovery for them. We organized potential matchmaking with Peruvian counterparts, Peruvians looking for Chinese partners and Chinese were interested in learning about opportunities in Peru.They will talk and discuss the opportunities, to find the mutual demands and win-win opportunities. The association has a network of high-level contacts in all Peruvian industries and politics，and Peru has highly favorable environment for foreign investment. 

经济观察报：您对于中秘发展的未来有何展望？ 

The Economic Observer：What is your anticipation for the future? 

阿尔弗莱德：现在中国对秘鲁进口的86%来自矿业，我相信不久之后，针对其他领域的中国投资也会竞争激烈。全球化也将使这个数字变得面向其他热门领域。我希望中国对秘鲁的投资提升两国经济实现合作共赢的可能性，并使双方经济得到进一步的增长和发展。农业、能源、房地产、基础设施项目和渔业都是非常重要的潜在市场。 

Alfredo Rolando ：Right now 86% of Chinese imports from Peru is in mining，I believe further Chinese investment in other sectors that's are highly competitive.World wide will allow this number to become spread over several sectors. I hope that Chinese investment in Peru will help both economies achieve win-win cooperation possibilities that will enable further growth and development. Agribusiness, energy, real estate, infrastructure projects and fishing are important upcoming markets.
